Good morning, everyone.  I hope you are enjoying your weekend.

Okay.  Take a deep breath.  Exhale Slowly.  Think of a pastoral setting with a gentle breeze and fluffy
clouds.  Are we all in a good space?

I have attached the Reduction in Force list that the Governor's office released to the Albany Times
Union newspaper.  The state is threatening 3,600 PEF people in DOCCS, and 14,000 PEF people
statewide.  The operative word is threatening.

It is important to remember that this is the number of people potentially impacted; not the number of
jobs which will be eliminated.  For example, when you review DOCCS' list, you will notice that 800
nursing positions are listed.  The agency hasn't been able to hire enough nurses for mandated
coverage for many years.  There is continuous recruitment by Civil Service, the department has to
use contract nurses now at a cost twice as much as a state worker, and so we are supposed to
believe that the State is going to reduce large numbers of nursing positions?  I doubt it.

This list was released by the State to the newspaper so that it would be available on Sunday for
everyone to read, to scare state workers, and to try to pressure the PEF negotiating team.

On Monday when we return to work it is important not to feed into the frenzy that will be waiting for us.
Be calm, don't speculate, don't allow yourself to engage in 'what if' questions.  If people have
questions about the RIF and layoffs, send them to DOCCS personnel or have them call Civil Service.
And then find out later what they were told.  

To Repeat:  Don't get caught up in the moment - speculating and/or promising to find out
answers to our members' questions.  It is the Governor's layoff, not PEF's.  Send people to
DOCCS personnel for answers.

June 9, 2011 DOCCS office located at 800 North Pearl
St., Menands, was cited for violations by the
Department of Labor, Public Employees Safety and
Health (PESH).  Noted were lack of emergency
evacuation plan on-site, lack of fire prevention plan
on-site, lack of fire drills, lack of employee training on
emergency evacuation, lack of training for fire
marshals, lack of plan for evacuation of disabled
employees, and lack of accountability measures for all
employees.


Scheduled:  2011 Annual PEF Convention will be held in
Niagara Falls, NY. Five members of PEF Division 229 were
elected to attend:  Migdalia Rodriguez-Martinez,  Bob Jones,
Glenn Rode, Cynthia Erno, and Jim Lyons

June 1-3, 2011 DOCCS state-wide labor / management
meeting in Lake Placid;  Jim, Micki, Glenn, and Cynthia (and
husband Chris) attended.

May 30-31, 2011 DOCCS State Health and Safety Meeting,
PEF Headquarters, 9 AM.

January 2011 - New Stewards for Division 229 with Cynthia
Erno elected to Treasurer position, replacing John Suchy.  
Glenn Rode was elected to Secretary/Reporter position.

Older News

November 2010  Steward Elections resulted in Jim Lyons,
Migdalia Rodriguez-Martinez, and Bob Jones being
re-elected as Steward's (union representatives)

Two new stewards were elected - Glenn Rode of Facilities
Planning and Cynthia Erno of MIS.  

Steve Gally, who had done an excellent job as Treasurer,
was promoted recently and resigned from his union
position when he moved up to a M/C position.  
Congratulations Steve.

John Suchy, who had done a great job when he took
Steve's place as Treasurer, transferred to OGS.  I saw
John recently at a PEF Health and Safety Conference
and he is doing great.

6/10/08  Two new stewards were elected - Bob Jones and
John Suchy.  Both men work in Building 2; Bob in Inmate
Grievance and John in Special Operations.

4/21/08 New steward elections will be held to replace the
two vacant positions.

2/20/08 Update:  Andrew Lind transferred to another
agency and resigned from the position of DOCS Division
229 union representative.

June/2007 Update:  Rick Hart transferred to another
agency and resigned from the position of DOCS Division
229 union representative.

The nomination process for steward positions was held in
May 2007 for six at-large positions.  Incumbents Rich
Amyot, Migdalia Rodriguez, Steve Gally, and Jim Lyons
submitted petitions, as well as Richard Hart and Andrew
Lind.  Only six individuals submitted petitions for the six
positions, therefore all petitioners become union
representatives and there will not be a general election .
